New Indo-German VET Cooperation Project has just started

First consultations have taken place in Bangalore

The Indian government has commissioned the Beruflichen Fortbildungszentren der Bayerischen Wirtschaft (bfz), a company within the Bavarian bbw Group, to carry out a cooperation project for modernizing the state-owned key institutions for vocational education and training personnel.

In September, the first consultations have taken place at the Apex Hi-Tech Institute and the Foreman Training Institute in Bangalore. The partners assessed the training, the curricula and the available training equipment as well as the selected master trainers and their training levels. They also set the agenda for the visit of the Indian partners to Germany at the end of the year.

The whole inter-institutional cooperation with the two master trainer institutions in Bangalore is scheduled for three years. It targets the fields of welding and mechatronics. iMOVE carried out both the tender for the measures and a qualitative pre-selection of German providers for this train-the trainer project on behalf of the responsible Indian ministry.

Go-ahead for a new phase in German-Indian co-operation for vocational education and training with iMOVE: The Indian government places its trust in practice-oriented "Training - Made in Germany" for the qualification of teaching staff

The Indian government has commissioned the Beruflichen Fortbildungszentren der Bayerischen Wirtschaft (bfz), a company within the Bavarian bbw Group, to carry out a project for modernising the state-owned key institutions for vocational education and training personnel. The inter-institutional co-operation with the two master trainer institutions in Bangalore is scheduled for three years. It targets the fields of welding and mechatronics and will start in autumn this year. iMOVE carried out both the tender for the measures and a qualitative pre-selection of German providers for this train-the-trainer project on behalf of the responsible Indian ministry.

The commissioning authority is the newly established Indian Ministry of Skill Development and Entrepreneurship (MoSDE). Its range of responsibilities includes the development of occupational competences and entrepreneurial activity. It is part of the education reforms that were initiated by the Indian Prime Minister Narendra Modi subsequent to his accession to office in May 2014. Vocational education and training will constitute a key topic at the German-Indian intergovernmental consultations that are scheduled to take place in India in October 2015.

This is not the first time that the Indian government targets Germany in awarding contracts for practice-oriented vocational qualification. The current contract is the result of the successful completion of a first pilot project in 2012. Back then, iMOVE performed a tender for master trainers in the fields of metal cutting technology and automotive mechatronics on commission of the Indian Labour Ministry. The District Craftsmen's Association Hellweg-Lippe in Soest won the tender and carried out the master trainer training.

Ulrich Meinecke, Head of Division iMOVE at the German Federal Institute for Vocational Education and Training (BIBB), welcomes this new phase of co-operative partnership in the education industry: "iMOVE has already been successfully promoting the consolidation of the German-Indian education networks for many years. Our iMOVE Office in India in particular has facilitated the launching of numerous co-operation projects. The Indian partners in the current project occupy a key position within the public vocational education and training system in India. I hope that the qualification programmes will contribute to further strengthening the Indian parties' trust in the German approach of integrating elements of practical work."

India's Prime Minister Narendra Modi intends to attract foreign investors with the "Make in India" lion campaign. India is to become a global production site. To achieve this goal, it urgently needs more and better qualified skilled professionals.

 

To this end, iMOVE organized a tender among German training providers in order to gather training offers for the Indian Ministry of Labour and Employment. The Ministry is looking for German partners who offer training of trainers at public training institutions in India. The 3-year training measures must be tailored to the fields of welding, electronics, mechatronics and automotive. The tender is carried out to sustainably build up training know-how and competencies in India.

At this year's Hannover Messe trade fair, the short list for the tender was handed over to Shankar Agarwal, State Secretary at the Indian Labour Ministry, by Parliamentary State Secretary Thomas Rachel. Decisions are expected to be reached by summer.

In the course of the last years, iMOVE has taken root as a welcome service agency for the Indian government when it comes to reforming the system of vocational education and training with support from German training providers. In the future, iMOVE aims at intensifying this kind of support and at extending its assistance also to government bodies in other countries. Requests are very welcome!
