"Building an Egyptian BIBB" was the request the International Cooperation and Advisory Services Section of the Federal Institute for Vocational Education and Training (BIBB) was commissioned with by the Industrial Training Council (ITC) of the Ministry of Trade and Industry (MIT) of Egypt.
During four one-week-long missions between March and September 2010, BIBB advised the ITC management on the following topics: Vision and Mission Statement, Strategic Objectives, Performance Management System, Key-Work Processes & Standard Operating Procedures.
Druing these four missions the BIBB project team was facing the challenge to combine organizational development items with VET content. The ITC managers dedicated themselves to a mission statement. From this, strategic and departmental objectives were derived and compiled in a matrix. This matrix, based on the CAF (Common Assessment Framework) –model, was used as a basis to train first and second line management to derive individual objectives for the staff of ITC and thus create the foundation of a sound and fair Performance Management System (PMS).
