German partner supports new ATIs for energy-efficient construction
The German organization BFW Bau Sachsen had been commissioned by the Indian
Government to deliver a concept for an Advanced Training Institute (ATI) on
Construction in India with special focus on energy efficient construction
technologies.
The Indian Ministry of Skill Development and
Entrepreneurship (MSDE) aimed at developing two ATIs in the states of West
Bengal and Odisha with the German partner. During the Indian-German government
consultations in October 2015, the Indian partner identified the ATI
Kolkata/Howrah and the Foreman Training Institute FTI Jamshedpur as appropriate
institutions. The FTI Jamshedpur was planned as a green field project.
The German partner established a bilateral steering committee and developed the
institutional requirements for an ATI of the above mentioned design. The next
steps are to analyze the possible candidates in West Bengal and in Odisha and
then develop a detailed action and implementation plan. These final
implementation steps now lie with the MSDE.
Construction industry is booming
The construction industry belongs to the booming industrial sectors in India
with a high employment potential, in particular for rural youth. At the same
time the construction industry suffers a tremendous lack of qualified workers in
various construction related professions while these construction professions
are not adequately covered in the Craftsmen Training Scheme and the System of
Industrial Training Institutes. Therefore, the establishment of an Advanced
Industrial Training Institute for the training of trainers for construction
related professionals is an important precondition to fill this gap.
A
particular challenge is to introduce - from the very beginning - internationally
comparable standards to prepare the students for the growing technological
challenges of a modern Indian construction industry as well as for the
international labor market. This also includes the design of new occupational
profiles. Therefore, this project was developed in close collaboration with the
educational institutes of the German construction industry, representing the
highest international standards in construction.
Experienced Partner
The combination of educational know-how with product and systems solutions is
the specialty of the Berufsförderungswerk (BFW) Bau
Sachsen. The organization is very active in the field of climate
protection in China where some 40 per cent of primary energy consumption are
used solely in supplying buildings with heat and electricity.
Increasing the energy efficiency of buildings entails enormous potential for
saving on energy and reducing CO2 emissions. The tangible improvement of energy
efficiency can be achieved by efficient facilities engineering, in addition to
improving the thermal insulation of buildings. This is why building automation
plays a central part. The adequate and demand-actuated as well as energy
efficient and safe operation of buildings is possible only on the basis of
optimized "building intelligence". Modern automation comprises the management,
control, monitoring, optimization and operation of utility engineering
facilities such as heating, air conditioning and lighting.
To promote
this issue in China, the BFW Bau Sachsen is currently
involved in a public-private partnership project in co-operation with the
Zhejiang College of Construction (ZCC) in Hangzhou. The project objective is
energy efficient building operation through optimised processes. The aim is the
sustained transfer of know-how and technolog y, with an initial focus on
industrial and commercial buildings.
iMOVE as gateway to the German training sector
Adequately equipped training locations, modern curricula, comprehensive and
uniform training and examination standards as well as the qualification of the
training staff are major elements in India’s attempts to upgrade vocational
education and training. German training providers are especially well
experienced and competent when it comes to these various services. The high
quality of tailor-made training provisions from Germany is the main reason for
the growing international reputation of "Training – Made in Germany".
iMOVE, the export initiative of the German Federal Ministry of Education and
Research, identified the German partner for the planning and establishment of
the ATIs on behalf of the Indian government. iMOVE aims at promoting
international collaboration and the initiation of cooperation and business
relationships in vocational training and continuing education.
Working
for Indian stakeholders from industry, the education sector and government
organizations, iMOVE can find suitable partners from Germany with the desired
expertise. Since 2001, iMOVE has built a large network of suppliers, Indian
partner organizations and Indian companies.

profiles of more than 200 German training providers and an interactive B2B
marketplace where interested parties worldwide can publish their training
demands and requests in order to find a suitable German partner.
Since
2011, iMOVE maintains an office in Delhi. It directly provides interested
parties with information about opportunities for cooperation with German
training providers and, in turn, advises German providers in their search for
Indian partners.
